Request for Qualifications for Cultural Clearance

Trout Unlimited is seeking cultural resource compliance services from qualified consultants for a pipeline project on Swauk Creek, located near Thorp, between Cle Elum and Ellensburg in Kittitas County, WA. Cultural resource inventory and reporting are needed to support National Historic Preservation Act (NHPA), Section 106 consultation being carried out by the United States Fish and Wildlife Service (USFWS) for construction of a pipeline to convey water from the Kittitas Reclamation
District (“KRD”) North Branch Canal up to 3 miles upstream on Swauk Creek.

Request for Qualifications (RFQ)

 

2023 Kittitas Reclamation District (KRD)

 

The Kittitas Reclamation District (KRD) has extended the RFQ deadline to August 25, 2023.

 

The Kittitas Reclamation District (KRD) issues this Request for Qualifications (RFQ) for a qualified environmental consulting firm or multiple firms to provide the Services on an “as-needed” basis. The KRD shall contract with the selected firm(s) to provide the Services pursuant to agreed-upon fixed rates and itemized cost schedules.

 

The Services may include, but shall not be limited to, Phase I Site Assessments, Phase II Site Assessments, Quality Assurance Project Plan preparation, Health and Safety Plan preparation, various Cleanup Planning and Resources Risk Assessments.

Cost plus percentage of construction cost contracts will not be allowed and federal equal opportunity and affirmative action requirements will apply to the selection process and the projects. Minority- and women-owned firms are encouraged to submit statements of qualifications. The KRD publishes this request in accordance with the requirements of Chapter 39.80 RCW.  Contracts with selected firms will be negotiated in accordance with Chapter 39.80 RCW. RFQs completed to specifications shall be submitted to the KRD (received or postmarked) no later than 2:00 p.m., PST, August 25. Interviews may or may not be conducted.  The KRD reserves the right to select the consultant based upon written qualifications only, or to advertise and retain other consultants on individual projects independent of the firm selected from this solicitation.
